District Court Initiative Shows Early Success in Garland County

In the summer of 2023, the Smart Justice District Court Initiative (SJDCI) was launched as part of the iR3 (Incarceration: Recidivism, Reentry, and Reunification) collaborative work with the Winthrop Rockefeller Institute. The program aims to address the root causes of criminal behavior, such as food insecurity, housing shortages, and unemployment, by providing wraparound services and fostering community partnerships. For Susan Smith, Chief Operating Officer of Ouachita Behavioral Health and Wellness, the initiative’s comprehensive, holistic approach made it an immediate focus of support.

The initiative's appeal, Susan notes, lies in its strategy to reduce recidivism by moving beyond traditional sentencing. "It was a perfect fit for us, as we had already been running a diversion program through a grant," she explains. "This new initiative allowed us to continue providing those services, but with a broader scope."

Garland County’s District Court officially launched the initiative in September 2024, and in its early months, the program has made notable progress. One of the most significant accomplishments has been the establishment of key partnerships with local organizations. These collaborations provide essential services, from housing and financial stability to mental health support. Susan believes these efforts will ultimately help reduce repeat offenses, noting, "The initiative has already started showing positive outcomes, and we're hopeful that, over time, these partnerships will lead to long-term success."

At the heart of SJDCI is its focus on alternative justice and comprehensive support services. According to Susan, this approach is already making a difference in Garland County. "The most impactful aspect has been the focus on support services that address underlying issues, not just punishment," she says. "We’ve seen firsthand, through the 100 Families Initiative, how this type of holistic intervention can change lives, not only for individuals but for their families and communities as well."

Even though the program is still in its early stages, Susan has already seen the positive effects on participants. "The initial feedback has been encouraging. We’re still working out some kinks in the processes, but the participants are receiving the support they need to address the challenges they face, leading to more stability and reducing the likelihood of reoffending."

The ripple effect of this work has begun to reach beyond those directly involved. "This initiative helps not just individuals but entire communities," Susan emphasizes. "By supporting people in their efforts to build better lives, we are helping create safer, more supportive environments for everyone."

Looking ahead, Susan is hopeful for the continued growth and expansion of the program. "We’re aiming to increase the number of participants and enhance the range of services offered," she shares. "We’re committed to continuously improving the program, gathering feedback, and assessing outcomes to ensure long-term success."

One of the keys to the initiative’s success so far has been collaboration with local partners. "Garland County is fortunate to have many organizations that are already on board and eager to help," Susan notes. "The strength of the Smart Justice District Court Initiative lies in the partnerships we’ve formed, which have allowed us to provide a broad array of services that meet the diverse needs of participants."

For other communities considering the initiative, Susan offers a simple but crucial piece of advice: "Building strong partnerships is essential. You need to work with local organizations, service providers, and the courts to create a network of support that addresses all aspects of a person’s life. That collaboration is what makes this program successful."

As the Smart Justice District Court Initiative enters its first year in Garland County, Susan is optimistic about its potential. "A successful first year would involve measurable reductions in recidivism, positive feedback from participants, and strong community support," she says. "I’m looking forward to playing a continued role in helping the initiative grow and expand."
