In the constantly evolving world of criminal justice reform, community supervision officers play a vital role in helping individuals break free from the cycle of recidivism. One such dedicated professional is Denisse Delgado, a Community Supervision Officer in Johnson County, who is leading efforts in the new Smart Justice District Court Initiative (SJDCI).
The initiative aims to address the root causes of criminal behavior, such as food insecurity, housing shortages, and unemployment, by providing wraparound services and fostering community partnerships.
With a strong commitment to both accountability and rehabilitation, Delgado is helping implement this innovative program designed to transform lives and build safer communities.
In her role, Delgado monitors defendants under the supervision of the Johnson County District Court. With the launch of the Smart Justice District Court Initiative, her responsibilities now include more intensive oversight along with expanded support options for participants.

“I serve as the deterrence when defendants are not doing what they are supposed to,” Delgado explains. “The hope is to remove defendants from the cycle of being in the legal system.”
Her hands-on approach ensures that individuals receive both the resources and the accountability they need to create lasting change. By enforcing conditions while offering guidance, Delgado is helping people overcome barriers that often lead to repeat offenses.
“I was not looking to work in community supervision, but I am blessed to have gotten the opportunity,” she shares. “What excites me the most about my role is being able to help people on a more personal level and to be able to make a change in the community!”
Delgado’s passion for rehabilitation aligns perfectly with the Smart Justice District Court Initiative’s mission to provide personalized support and help defendants shift their perspectives.
“We are all human, and we all make mistakes,” Delgado emphasizes. “We want to help people get past those mistakes and live a fulfilling life.”
The county had already laid the groundwork for this initiative through a pretrial condition program. While there are similarities, the Smart Justice District Court Initiative introduces a more structured and supportive framework.
“The exciting part is that some of these people need more intensive help and a hand to walk them through it,” she states. “That is exactly what the Smart Justice District Court Initiative offers.”
Delgado expects the initiative to lead to an increase in individuals seeking help through supervision—an outcome she fully supports.
“If you are on supervision with me, that means you are getting help, and that is our main goal, so I cannot complain.”
Like any new effort, the initiative faces challenges—especially when it comes to building trust with participants.
“I foresee some participants not following through with the program,” Delgado acknowledges. “This is a new program, and individuals do not trust new things, especially in the court system.”
To overcome this, Delgado and her team are focusing on transparency and open communication, using court discussions to highlight the program’s benefits.
A critical factor in the initiative’s success is strong collaboration among community supervision officers, case managers, and local organizations. Delgado is particularly excited about the opportunity to tailor resources to meet individuals’ unique needs.
“There are so many amazing facilities and organizations that are exactly what individuals need,” she says. “The resources we have are not ‘one size fits all.’ I am excited to have options for individuals to ensure that they get the best help for them.”

“At the end of the day, our communities are facing the same obstacles. We need to work together to accomplish change.”

“The goal is to have a high success rate,” she asserts.
She hopes the initiative will help people achieve long-term stability and reduce the likelihood of returning to court.
“I hope these individuals do not ever come back to court and they are able to live their life freely without legal concerns.”
As the initiative gains momentum, Delgado remains hopeful about its potential to improve public safety by reducing involvement in the legal system.
“The biggest benefit will be to not be a part of that number!” she exclaims. “Less people in the legal system is beneficial for everyone.”
To those who may question the initiative’s effectiveness, Delgado offers a heartfelt reminder:
“I have been working with the pretrial conditions opportunity for some time now, and I have witnessed the change. That is why I am so excited for the Smart Justice District Court Initiative! I see so much potential in this program.”
She describes how individuals can become trapped in a cycle—unable to drive, work, or pay fines—and how this initiative aims to break that cycle.
“It is a never-ending cycle. We are working to put an end to that cycle.”
To her fellow community supervision officers and other stakeholders, Delgado shares a final piece of advice:
“Keep in mind that these defendants are human. They make mistakes and they are struggling through life just like the rest of us. Give them a hand when they need it.”
She emphasizes that supervision officers are essential bridges to resources that can help people turn their lives around.
“They need your resources to be able to remove themselves from the position that they are in. That is what this initiative is about.”
