A Mother's Determination for Reunification

When Winter "Page" Hale's two sons entered foster care, she fought to rebuild her family's life.

Page connected with the White County 100 Families Initiative in February 2026. She was unemployed, had no financial resources, and lacked a reliable support system. She was living on family property while caring for her grandmother in exchange for housing and basic necessities.

She was determined to do everything required to bring them home.

After speaking with her DCFS caseworker, Page scheduled her own appointment with 100 Families before the referral had even been received. She had already lined up a job interview by the time she met with her Family Advocate, demonstrating a commitment to changing her circumstances from day one.

Together, they created an action plan centered on stable housing, employment, and completing every requirement of her DCFS case plan.

Page immediately went to work.

Within days, she accepted a position with Shianna's Cleaning and began working the following week. She completed parenting classes, submitted to drug screenings and hair follicle testing, maintained steady employment, and consistently followed through on every expectation. Working alongside her Family Advocate, DCFS, and community partners, she also secured assistance for her security deposit and first month's rent, allowing her to move into a safe home for her family.

The transformation happened quickly.

Less than two weeks after her first meeting with 100 Families, her sons returned home through a trial placement. Her hair follicle test came back negative for all illegal substances, confirming the progress she had worked so hard to achieve.

Today, Page and her two boys are thriving in their own apartment. The children have bedrooms with matching beds and bedding, and the family has access to medical insurance, SNAP benefits, WIC, and a growing network of community support. Page continues working at Shianna's Cleaning, where the flexible schedule allows her to provide for her family while remaining present for her children. With her children safely home and a strong support system now surrounding her, the family is moving toward the anticipated closure of their DCFS case.
