Arkansas Governor's New 10:33 Initiative Will Use HopeHub

Governor Sarah Huckabee Sanders has launched a faith-based initiative to lift families out of poverty. It will incorporate HopeHub and the Restore Hope model to move Arkansans from crisis to career.

Governor Sarah Huckabee Sanders—alongside the White House Faith Office, the Arkansas Department of Human Services, and the Arkansas Department of Commerce—announced the launch of the 10:33 Initiative, a new pilot program designed to lift Arkansans out of poverty. The initiative will connect people with local faith and community partners using Restore Hope’s HopeHub platform.

The initiative — named after the Parable of the Good Samaritan in Luke 10:25–37 — aims to combine technology, faith-based engagement, and coordinated case management to move individuals from crisis to career.

“The 10:33 Initiative isn’t another government welfare program; it’s a groundbreaking project carefully curated to give Arkansans a hand up, not a handout,” said Governor Sanders. “By leveraging the power of technology and connecting Arkansans in need with faith-based and community partners willing to help, this initiative will strengthen families and transform lives.”

The technology powering the initiative will be HopeHub, a collaborative case management and data-sharing platform developed by Restore Hope that is already being used in 19 Arkansas counties and communities in Michigan, Iowa, and Canada. HopeHub connects individuals with community advocates who help address immediate needs — such as food, housing, and transportation — while also coordinating long-term solutions in employment, healthcare, and stability.

"The 10:33 Initiative represents the best of Arkansas — government, faith, and community partners working side by side to help families move from crisis to stability," said Restore Hope Executive Director Paul Chapman. "Through HopeHub and the Restore Hope Model, we are honored to support this pilot by connecting families with caring advocates and resources that address both urgent needs and long-term opportunities. This initiative has the power not only to transform lives here in Arkansas but also to serve as a model for the nation."

Under the 10:33 Initiative, HopeHub will serve as the connecting point for state agencies, nonprofits, and faith-based organizations working together to help families achieve lasting self-sufficiency.

The 12-month pilot will take place in Pulaski, Union, and Pope counties, serving between 300 and 500 Arkansans. Organized through the Governor’s Office of Faith-Based Initiatives, the program invites participation from businesses, nonprofits, churches, and community partners who want to play an active role in helping families in need.

A one-page document outlining opportunities to participate is available through the Governor’s Faith-Based Initiatives office.

The annoucement also highlighted Arkansas LAUNCH, a free, skills-based job-matching platform that helps connect jobseekers with employers. Currently, LAUNCH has more than 16,000 users and nearly 6,000 job listings from employers across Arkansas.
