
The success of the Smart Justice District Court Initiative in Johnson County is built not only on the vision of Judge Capp and community partners, but also on the steady support of those who serve in the courtroom every day. Among them, the Clarksville City Bailiffs have played an important role in helping participants find a path toward stability and hope.
For Officer Jerry Wohlford, the motivation is simple but profound: “I wanted to make a real difference in the well-being of the citizens in our community.”
His commitment reflects the heart of the Smart Justice District Court Initiative—helping individuals address the challenges that keep them trapped in the justice system while supporting their journey toward lasting change.
Officer Larry Jones echoes that sentiment with deep pride in what he has witnessed. “I’m really proud of Smart Justice and Judge Capp being a force behind it by using it in her court,” he said.“When I started being a bailiff I was seeing many of the same ones that I had dealt with over the years.
Seeing some of those signing up I thought there is no way they can do the program. Today I’m so proud of so many of them that have completed. Without Smart Justice I feel they would still be coming up against a wall they felt they would never get over.”
Jones went on to share just how transformative the initiative has been: “In my opinion this has helped in the community by helping them see that they do have a life worth living for.”
